One of the best ways to develop the characters is using subplots. This is something that I hope they plan to do more of on the show. Probably the best examples can be found in the series DS9 where character development was, to put it simply, awesome. In season 7's "Shadows and Symbols" they had no less than three well-developed stories going on in one episode. It's the only episode of Star Trek where I've seen this happen. Most episodes of Trek have a main story and one subplot. Enterprise seems to develop its A plots well but usually has weak subplots. Regardless, making the subplots and A-stories more substantive can be done.
